The conduct often unfolds gradually, blends seemingly innocuous behavior with escalating boundary violations, and rarely comes with direct evidence of intent. Investigators must piece together fragmented accounts, distinguish grooming from legitimate mentorship or rapport-building, and assess credibility in cases where the complainant may not have recognized the behavior as harmful until much later.
